Of greater concern is that the parade of cloaked people wouldn’t be that hard to shadow by any inteprid lunar investigator. Which is probably balanced by the fact that the parade in question is going into the sort of neighborhoods where such an investigator can easily disappear and never be heard from again. ^_^
I rather expect that lots of Pavis residents wear cloaks, especially at night in this season. And more especially, when the Orlanthi resisting the Lunars hire a bunch of wannabes to act like real secret revolutionaries and obviously sneak around to random meaningless locations just to confuse the Lunies. Not that it would work any other night, but they are as scrambling much as the other factions to get cannon fodder^W^Wtrue heroes to help their side.

The Orlanthi graffiti is only a giveaway if every house in the neighborhood isn’t similarly marked…
Also, there is a Eurmal effigy in the last panel that is likely providing some magical protection from and misdirection of foes.
